The backend is public where rights, custody, and exact-file review permit it. Each dossier binds a wiki thesis to the cited briefs and provenance that support it.
Release rule
A research artifact is public only when its exact path and SHA-256 appear in this manifest. Presence in the repository, pair register, wiki integration manifest, or Evidence card is not publication approval.
